Chin State is located in the western part of Myanmar, bordering India to the west. Chin State has nine townships and, according to the UN, it is one of the least developed regions in Myanmar. Since the beginning of the Spring Revolution in Myanmar, the initial armed resistance against the military coup emerged from Mindat township in Chin State on April 24, 2021, utilizing hunting guns. Chin State has showcased one of the highest levels of participation in the Civil Disobedience Movement (CDM) nationwide, with reportedly over 70% of its 20,000 civil servants joining the movement in 2021. As of 2024, in most townships, the majority of the territory is under the control and administration of resistance groups, while the SAC military typically retains control over a diminishing number of urban centers. The Interim Chin National Consultative Council (ICNCC) has been the leading Chin national political platform since the beginning of the Spring Revolution.

Presenting the Current Revolutionary Situation to the Chin People

The 1947, 1974, and 2008 Constitutions failed to fully implement the principles agreed upon in the Pinlong Agreement—federal democracy, equality among nationalities, and the right to self-determination. As a result, the country has endured over 70 years of internal conflict, marked by recurrent military coups and the oppressive effects of authoritarianism and single-party rule. These have plunged the people into widespread suffering, which is now visible to all. Therefore, in order to break free from these adversities, eradicate the roots of dictatorship, and ensure a swift success for the revolution, the First People’s Congress, held from January 27 to 29, 2022, reaffirmed its commitment to a federal democratic agreement. This agreement guarantees equality among all ethnic groups and the right to self-determination, paving the way for a future of shared justice and autonomy.

1. Nationwide Coordination of the Ongoing Revolution

The current nationwide revolution is being led and coordinated by the NUCC and NUG. The NUCC is structured with (1)CRPH + Elected Members of Parliament (2) Political Parties (3) Civil Society Organizations, including student unions, women’s groups, youth groups, ethnic minority organizations, anti-dictatorship CDM (Civil Disobedience Movement) organizations, and public protest movement groups (4) Ethnic Revolutionary Organizations (EROs) (5) Organized with representation from five key groups, including interim state/federal units and ethnic-based organizations and councils. From Chin State, the ICNCC participates as the representative body, actively engaging in and coordinating efforts within the nationwide revolution.

2. Revolutionary Status of Chin State

The revolutionary force of Chin’s state include

1. Elected representatives from the 2020 general election.

2. The Chin National Front (CNF).

3. The National League for Democracy (NLD) in Chin State.

4. CDM organizations, civil society groups, youth groups, and women’s organizations.

These groups collectively formed the ICNCC on April 13, 2021.

Since April 2023, efforts have been underway to reform the ICNCC. In June, a Fact-Finding Committee was formed, and in October, reforms began. Under the reforms, township-level political leadership groups have been integrated as members of ICNCC.

Additionally, ICNCC operates under the “No Group Left Behind” policy, ensuring that all armed groups (from townships or ethnic backgrounds) involved in the revolution have pathways to participate.

3. ICNCC’s Achievements to Date

Through the council’s dedicated efforts, the ICNCC has successfully secured one ministerial position and one deputy ministerial position within NUG. Additionally, three representatives from ICNCC have participated in NUCC’s Joint Coordination Committee (JCC) and Transitional Constitution Working Group (TCWG). The council has achieved the following practical outcomes:

(a) Establishing the Chin State People’s Police Force and affirming the policy,

(b) Coordinating with the Chin State Education Board, including organizations within NUG,

(c) Forming an emergency Humanitarian Committee due to the Mocha cyclone and working with NUG and the United States Chin Coalition (USCC) to raise funds and reduce civilian casualties during the war,

(d) Coordinating public health protection with NUG’s Ministry of Health for regional healthcare,

(e) Confirming the Chin CDM policy under the leadership of ICNCC’s CDM team.

4. ICNCC’s Political Goals and Future Vision for Chin State

Based on the Pinlong Agreement and the current Spring Revolution’s Federal Democracy Charter, ICNCC is committed to establishing a Federal Democratic Union that guarantees equality and self-determination.

Similarly, ICNCC is working toward reforms to draft a constitution that ensures equality and self-determination for all ethnic groups in Chin State. The ultimate goal is to establish a Chin State Government as soon as possible.
